The time it takes and the costs involved in securing a planning permission can be onerous. The final nail in the coffin can be costs associated with legal obligations and the newly introduced Community Infrastructure Levy. In the UK, the planners just see themselves as fact checkers and box tickers, and increasingly tax collectors, leaving the market to decide what happens next. And the markets follow the path of least resistance, which is towards mega-deals on large land releases.
